it seems to be ahead of v3.3.0. Also, it is not listed in the announcements category.

Can you tell us where we go to access this new feature? I’ve been clicking through all the settings and can’t seem to find it anywhere.

Is the admin sidebar enabled at your site (admin sidebar enabled groups)?
Then you can find “moderation flags” in the community section of the sidebar.
You can also access {YOURSITE}/admin/config/flags directly

This was bumped/tagged by mistake. We can’t easily remove the commit, but the tag has now been removed.
v3.3.0.beta5 was the final beta version of 3.3, and is identical to 3.3.0 stable.
Discourse is really nice!
