That file header looks fine. I just tested a restore with it and it worked.
Maybe there’s something wrong with the file you created. Within the directory where the dump.sql file and the uploads folder are, I executed the following commands to create a new archive:
gzip dump.sql
tar -czvf discourse-2019-12-13-183529-v20160405172827.tar.gz uploads/ dump.sql.gz
