I used upcloud in the past and I thought they were fine. Performance seemee to be good. I’m currently using Phoenix NAP and have a inexpensive dedicated server from them which more than meets my need. Needed their help a couple of times because I messed up the OS and they were more than willing to jump in and help out with a reload or whatever.
