A New Multilingual Experience

We are working on new translation features that will enable a whole new experience for multilingual communities. We are working on a first version that is ready for broader feedback, but there is still much to clarify as we explore what is now possible with LLMs, what belongs in the Discourse Translator plugin, and what belongs in core.
