`Topic.for_digest` filters muted topics, categories, and tags, but did not accou…nt for ignored users. This meant users could still see topics authored by people they had explicitly ignored in their periodic digest emails. Add a filter that excludes topics created by users on the recipient's ignore list, respecting the `expiring_at` timestamp so expired ignores are not applied. https://meta.discourse.org/t/397622
