Hello,
On a fresh Discourse dev instance, running tests for plugins depending on other plugins fails.
Repro:
create a fresh dev container : sudo d/boot_dev --init, complete setup
access http://localhost:3000/tests?target=discourse-calendar
blank page with error console error: Uncaught (in promise) Error: TypeError: The specifier “discourse/plugins/styleguide?” was a bare specifier, but was not remapped to anything. Relative module specifiers must start with “./”, “../” or “/”.

Thanks for the report, I can reproduce this issue in Firefox and have submitted a fix. Once merged this should work again.

Firefox ignores an import map once any module has started loading, so plugin tes… t pages failed to boot there with `The specifier "discourse/plugins/styleguide?" was a bare specifier, but was not remapped to anything`.
This change renders `layouts/plugin_js` ahead of those scripts, which matches the order in `application.html.erb`, so plugin JS tests run in Firefox again.
