Flag reason conversion to lowercase has unintended consequences

The flag reason is converted to lowercase in the question whether the post is off-topic. This conversion results in a lowercase ‘Thema’ in the German interface. In German grammar, the word for ‘topic’ (‘Thema’) is capitalized regardless of its position in the sentence.
