On the category pages, currently this option is available when a tag is selected and a category isn’t:

Are you sure that it doesn’t work when a category is chosen in general? I think it depends on whether you are allowed to choose solutions in the category. You cannot solve Contribute > Feature topics, but you can solve Support topics. For me, Topics tagged chat shows the dropdown.
