VPS プロバイダーに RAM の増設について相談してください。十分な RAM があれば、スワップは不要です。  
プロセスがクラッシュしたときにコンテナを自動的に再起動するサービス監視ユーティリティ（monit など）の利用を検討することもできますが、アクティブなユーザーが増えるほど問題は悪化し、長期的にはデータベースが破損するリスクがあります。
