For me on Chrome / Mac this isn’t true, I always get the standard menu. Maybe post your browser and OS combo, see what extensions you have installed?
I’ve disabled all my extensions and I still reproduce it on Chrome 70 and Firefox 62 on Windows 7

Yes, this reproduces. But how often do you need to right click a link within a quote?

Not often, but in that particular case, I wanted to open it in private browsing mode… what a fail
