Ability to unroll context when in-reply-to indicator is suppressed?

Is suppress reply when quoting too atomic?

I just added a site setting called “suppress reply when quoting” https://github.com/discourse/discourse/commit/87dd6814972a1c44846a8ab1a1743be010525110 The description for it is: “Don’t show the expandable in-reply-to on a post when post contains any quotes.” I personally think our suppression here is a bit too atomic.
