those two, moderation and review are of the greatest importance IMHO and I’m pretty sure you can accomplish this with trust level and groups.
Closing, locking, re-opening topics and general moderation bouncing spammers, throttling trolls these are the day to day tasks
this would help international communities grow
Anyhow… don’t forget to vote for your own idea. I remember a discussion about starting a feature request should start with one vote (for the author who obviously likes the idea enough to start the request 
) I guess it landed on not because vote count currently is zero so far
