With the Discourse developer toolbar it looks like there’s no plugin outlet between the drop-down items, if that’s what you mean:
Jay’s component should be able to insert at any green plug location, including before the categories dropdown.
Custom Top Navigation Links - Theme component might also be worth a look. At a glance, it seems to use the extra-nav-item outlet to append after existing menu items.
