Интеграция Discourse в Zapier предлагает варианты: либо создать новую тему, либо добавить пост в существующую тему. У неё нет опции сначала создать тему, а затем добавить в неё посты. Думаю, функциональность, которую вы ищете, можно реализовать в Zapier, используя действие Webhook.
