### 기능 설명

주제에 대한 관리자 작업(예: “주제 닫기”, “주제 고정”)이 수행되면, 해당 주제에 특수한 게시글(“작은 작업 게시글”)이 자동으로 추가됩니다.

관리자가 이러한 작은 작업 게시글이 주제 목록 순위를 끌어올리는지(bump) 여부를 제어할 수 있도록 설정을 추가해 주세요.

### 현재 동작

관리자 작업으로 인해 작은 작업 게시글이 생성되면 주제가 목록 순위를 끌어올립니다. 이는 사용자에게 도움이 되지 않는 경우가 많습니다.

예를 들어, [“ **주제 자동 닫기 시간** ” 카테고리 설정](https://meta.discourse.org/t/available-settings-within-the-category-edit-page/248435#:~:text=days%2C%20months%2C%20years%5D-,Auto%2Dclose,-topic%20after%3A:)으로 인해 주제가 자동으로 닫혔을 때, 해당 주제를 사용자에게 노출시키는 데는 전혀 이점이 없습니다.

🙁 사용자의 “읽지 않은” 주제 목록에 관심 있는 활동이 없는 주제들이 섞여 들어갑니다.
