# Admin doesn't get message about pending flags

I’ve noticed that admins don’t get the PM that is sent by the system user to moderators in case a topic is flagged (`notify about flags after`).
Is this intended behavior?

Yes it is. Note the description of the setting (emphasis mine):
> If there are flags that haven’t been handled after this many hours, send a personal message to _moderators_. Set to 0 to disable.
The idea here is that some admins may solely be there to help administer the site itself, not deal with day-to-day moderation. If an admin wants to receive these PMs, they can be a moderator as well as an admin.
