Yes I believe this is intentional. About 10 months ago, we made the change to have composer helper use Site locale over the user’s interface locale:

And regarding the issue in the OP, I debugged this with @MachineScholar via PM and it turns out an update of core and AI plugin has resolved the issue 👍
