This is similar to [AI icon for title and tag helper is positioned above the similar topic modal](https://meta.discourse.org/t/ai-icon-for-title-and-tag-helper-is-positioned-above-the-similar-topic-modal/341377). The + menu on the top left of the composer doesn’t cover the AI icon. The star actually belongs to the category dropdown.
