Frequently forum users don’t see or don’t bother to use the ‘Solved’ button, which leaves most support topics open and unsolved. Is it possible to allow Admins and moderators to mark topics solved as well?

Look under the ‘…’ icon. For some reason, it’s hidden by default for moderators and admins.

For my own topics (ones which I created, in the same category) I can see this option. But not for topics created by others. From …

You need to enable it per category. So edit the category, then head to the settings tab there.
