Being an admin, I’d like to be able to click the “search” button in the top right corner, input user email and get the link to that user.
In other words, the proposition is to allow search-by-email for admins and mods.
Agreed. This would save a lot of time/trips to admin just to see if a given user has been added to the forum.

I would like to add that the search should also be in invited users. Currently I have to search the users as well as the invitees before I know whether I should invite a particular person.
