Allow user to delete their own topic with no replies at any time

I don’t think so. There is a hardcoded limit for users without special permissions which limits deleting their own topic to 24 hours.

            topic.posts_count <= 1 && topic.created_at? && topic.created_at > 24.hours.ago
          end

After that, their only option is to flag it for deletion.
