# Allowing Leader pin as banner

as a leader of a forum I noticed that we can’t pin as a banner topic and as a forum admin on the same forum now I wanted to see how can I allow them to pin as banner topic additionally I also want to know if I can make it so that leaders can create groups and whisper topics

Unfortunately, I don’t think you can:

Yes, you can:

AFAIK the only setting related is to allow _moderators_ to do this (`moderators manage categories and groups`).
