您好，Discourse 是否允许低于发送私信信任等级的用户或已达到每日私信主题限制的用户向管理员和/或版主发送私信？在我的情况下，我希望所有未被暂停的用户都能随时联系我这位管理员。

你好，看起来tl0用户无法发送私信给管理员。我收到了多个新用户的（公开）报告，他们无法给我发送私信来报告问题，这个帖子也证实了这一点：
