フォーラムのURLに /new-topic を追加して管理者アカウントでログインすると、新しいトピックインターフェイスが開きます。別のユーザーとしてログインしてフォーラムのURLに /new-topic を追加すると、/categories にリダイレクトされ、新しいトピックインターフェイスは開きません。
