로그나 안전 모드에서 추가적인 세부 정보를 얻지 못하는 한, 무언가를 해결해 보려고 재빌드(rebuild)를 시도해 보겠습니다. 안전 모드가 도움이 되지 않는다면, 비공식 플러그인이 원인이 되는 경우가 많으므로 app.yml에서 모든 비공식 플러그인을 제거한 후(그리고 재빌드) 진행해 볼 수도 있습니다.
또한, 로그인 요구 사항이 일반 안전 모드 경로에 장애를 주고 있을 수 있으므로, 관리자 로그인 안전 모드 경로를 사용할 수도 있습니다. 사이트 주소에 /u/admin-login을 추가한 후 관리자 이메일을 입력하고 안전 모드 옵션을 체크하면, 현재 발생 중인 문제를 우회할 수 있는 로그인 링크가 전송됩니다. 가능성은 낮지만, 시도해 볼 만한 방법입니다. 
불행히도 관리자 로그인이 되지 않았습니다.
호스팅 업체인 Digital Ocean의 백엔드에는 접근할 수 있지만, 터미널 기반의 Ubuntu 환경이라 거기서 뭘 해야 할지 전혀 감이 잡히지 않습니다.
친구를 도와주고 있는데, 어떤 플러그인이 설치되어 있는지 친구도 잘 모릅니다. 기억을 더듬어 보면 플러그인이 많지는 않았던 것 같습니다. 채팅 플러그인과 다른 것 한두 개 정도였던 것 같아요.

수정: 과거에 사용자의 사이트를 관리했던 것 같습니다. 이제 다시 구축하고 있습니다. 또한 PostgreSQL 15 업데이트도 필요했는데, 이 작업도 함께 수행했습니다.

이렇게 하면 해결될 것입니다. 약 10분 정도 걸립니다. 그래도 해결되지 않으면 디스크가 가득 차 있는지 또는 스왑 공간이 필요한지 확인해 보세요.

OP와 동일한 문제를 겪고 있습니다. UI를 통해 업그레이드를 시도했는데 실패했고, 이로 인해 사이트가 오프라인 상태가 되었습니다.
터미널(AWS)을 통해 업데이트를 시도해 보고 있지만, /launcher rebuild app 명령이 약 30분 정도 진행되다가 멈추고 더 이상 진행되지 않습니다.
하룻밤 내내 실행해 두었지만, 결과는 없었습니다. 오히려 인스턴스가 잠기는 것 같아서 AWS 콘솔을 통해 재시작해야 다시 접속할 수 있었습니다.
재빌드에 공간이 부족해서 그런가 생각했지만, EBS 용량을 두 배로 늘려도 도움이 되지 않았습니다.
