As a Member, how many people can I start a group PM with?

I plan on PMing a number of site admins regarding the behavior of a particular user on our Discourse forum. I’d also like to add a couple other regular members to the PM to give testimony about the user so it’s clear I’m not the only one who thinks this way of him. In total, I’d hope to include ~5 admins and up to 10 other users. The only issue I think I may run into is a potential limit on how many people can participate in the group PM. The “What do trust levels do” thread doesn’t specify a limit, but with limits on similar features (cc’ing someone @theirname), so I wouldn’t be surprised if there was a limit on how many people I could include in a group PM.

Is there such a limit? If so, what is it (or at least the default setting)?

I haven’t looked deeply into the code involved.
But Admin -> Settings -> Rate Limits has

max invites per day (default 10)
Maximum number of invites a user can send per day.
max topic invitations per day (default 30)
Maximum number of topic invitations a user can send per day.

I’m guessing a Message would fall under "topic invitations"
I don’t know if a group (eg. staff) counts as one invite or if it expands to one invite for each member of the group, but I’m guessing it does.

I advise caution with this approach.
Testimony and Discussion are different things and it may not be the best idea to discuss everything where others can see it.
