Assign dialog behavior changed overnight to require mousing

I used to be able to:

  1. :computer_mouse: Click on ‘Assign’. That puts focus in the Assignee search box, so I can
  2. :keyboard: Type to find my target group
  3. :keyboard: Arrow to my choice in the list
  4. :keyboard: Enter to select my choice
  5. :keyboard: Tab to the comment input
  6. :keyboard: Ctrl-Enter to submit

Now, on step 4, the dialog poofs away, with no assignment made.
Now I must :computer_mouse: click on my selection before submitting the dialog.

Why? :confounded_face:

Modals are really hard to get right :grimacing:

Hopefully that fixes it and doesn’t introduce any regressions :crossed_fingers:
