When a "something else" flag is handled (agreed, disagreed, or ignored), the aut…omatic reply posted to the flag PM was not updating the topic's bumped_at. This caused the PM to stay buried in the flagger's inbox instead of surfacing to the top. The root cause is in Topic#add_moderator_post which defaults to no_bump: true when no bump option is explicitly provided (no_bump: opts[:bump].blank?). Since PostAction#add_moderator_post_if_needed called it without any options, the disposition reply never bumped the topic. Pass bump: true so the flagger can see the response in their inbox. https://meta.discourse.org/t/393447
