I see the same problem on our instance, can it be theme related? we use customised [Material Design Theme](https://meta.discourse.org/t/material-design-stock-theme/47142) **and** [Pavilion Header Search Theme Component](https://meta.discourse.org/t/header-search-theme/67959).  
After enabling “open by default” site setting, Babble does not load at all (no button/tab as well)
