Backup herstellen mislukt in schone dev docker env: FATAL: Peer authenticatie mislukt voor gebruiker “postgres”

The PR is not ideal we only want to add a user there if it is explicitly defined, forcing all dev envs to have the discourse user is not right.

I am fine to handle this env var optionally, if it is defined.
