사용자가 특정 작업을 수행할 수 있는지 확인하기 위해 가디언(guardian) 메서드가 필요하다고 생각합니다. 예를 들어 `can_upgrade_server?` 같은 메서드요.

또한, 그렇게 한 후에는 `guardian.ensure_can_upgrade_server!` 메서드를 사용할 수 있습니다. 이 메서드는 조건을 확인하고 예외를 발생시키는데, 저는 이것이 정확히 원하시는 기능이라고 생각합니다.
