What version of Discourse are you using?  
I think the migration depends on  
[https://github.com/discourse/discourse/pull/38816](https://github.com/discourse/discourse/pull/38816)

I wonder if there is a problem with the compatibility branches that are automatically created to prevent the theme from updating to a recent version that isn’t compatible with your Discourse version.
