Discourse is a highly Javascript-driven web application.

I am very much aware of that.

Turning off Javascript or letting some Javascript not load will of course cause the page to break.

Unless I am mistaken, it seems that the discourse developers implemented some sort of noJS support. References:

• How public Discourse sites are indexed by search engines like Google
• Generating a read-only no-javascript light version from a discourse instance

Therefore a page only loading at reload seems like a bug.
