What I do is turn off automatic backups on the staging site. You can do it in an environment variable in the yml file, so it cannot be changed.

It took me a while to work out exactly how to do this.

discourse_automatic_backups_enabled: false

This must be placed in the Env section of app.yml - just under the S3 ones is a nice way to do it.
