Can administrators in Discourse switch their account to another administrator’s account, similar to switching to a regular user account?

I don’t think it is possible to do so. All admins have the same permissions though. What exactly are you trying to achieve?

You can only impersonate an admin with an admin account, whose email is in the DEVELOPER\_EMAILS list of your app.yml.
