You can find that when you click Trust Level 3 Requirements at the admin page of the user, in the permissions section. [Screenshot_20240910_221649_Chrome] The button is hidden if the user is at trust level 0 or 1.

Ah yes, the count on the summary page is a simpler model than the TL one. So the numbers can differ a bit. The summary also counts PMs, deleted topics etc.
