In addition to the Assign allowed on groups site setting have you also set the ‘Who can assign this group’ to something other than ‘nobody’ on the group’s /manage/interaction page?

「Assign allowed on groups」サイト設定に加えて、グループの /manage/interaction ページで「Who can assign this group」を「nobody」以外に設定しましたか？
