좋은 발견이네요! 좀 복잡한 문제네요… 현재 문제 상태에서도 마이그레이션이 가능한 수정을 진행 중입니다.

> When an author had their post flagged and hidden and then they edited it, the flags are trashed. But if the original flagger flagged it again after the edit \`PostActionCreator\` revived the old flag with the earlier resolution still set. In this state the flag isn't active, so agreeing with it again approves the reviewable without hiding the post and additional flags get rejected as "already reviewed."

> The fix is to only revive trashed flags that were never reviewed. The included migration clears the stale review on revived flags if they have reviewables still pending, so moderators can take action on them.
