I think I’ve seen something similar recently. Does the original poster have the right permissions to make polls?

Cannot edit topic to add poll as admin

Ok I figured out the problem after looking at those poll settings. The post was created by a user that did not meet the trust requirements to create polls. So even as an admin, I could not do it because the author of the post could not.
