How can you charge a membership fee to join a forum? I don’t know where to start.

Does it matter? A forum is equal to categories, and categories are controlled by groups. One group is used to control all categories.

Yes. What he wants is to make people play before they can create an account and you can’t do that, as you have to have an account to use the subscription plugin.
So, as you say, the solution is to have all categories require membership in the paid group, and probably have an open category with info about subscription
