Ahh, I am not sure this is a bug, I think its cause `min search term length` in site settings is set to the default 3.
Try reducing it down to 1 or 2 for a Chinese site.

@Mittineague, no, it’s a different problem.
@sam, changing “min search term length” to 2 solved the problem.
