@Falco just merged a fix for this component: [DEV: Update highlight.js to version 11 by xfalcox · Pull Request #3 · discourse/hljs-theme-picker · GitHub](https://github.com/discourse/hljs-theme-picker/pull/3)

It includes an update to highlight.js version 11 themes (core has [been updated](https://github.com/discourse/discourse/pull/18282) to highlight.js version 11 too) and fixes for styles missing the correct specificity.
