Continuing from [Plugin Conflict Between Brand Header and Versatile Banner - #6 by philh](https://meta.discourse.org/t/plugin-conflict-between-brand-header-and-versatile-banner/385344/6) per suggestion from @Juan_David_Martínez
In the interest of simplifying the plugin pool, minimizing load during rebuild, ensuring updated and current plugin code and, well, making me super happy (and grateful) I suggest:
1. Combining [Brand Header](https://meta.discourse.org/t/brand-header/77977) and [Header Submenus](https://meta.discourse.org/t/header-submenus/94584)? It seems one plugin could take the place of two if top link functionality was added to Header Submenus.
2. Making the resulting plugin [official](https://meta.discourse.org/tag/official) and including in [core](https://meta.discourse.org/tag/included-in-core).
