If I use the Discourse Chatbot, can I enable Chatbot access for trust level 0? Is there a fundamental security reason that PM with Chatbot is disabled for trust level 0?

This is configurable, and there is no reason why you can’t enable it.

Chatbot has a sophisticated quota system that allows you to keep a check on what goes on in PMs which is especially useful for new users.
