投稿を禁止し、ユーザーに「絵文字が多すぎます」と警告するのが良いと思います。

設定を例にとると、タイトルに4つ目の絵文字を追加すると失敗し、絵文字が多すぎると表示されます。

デフォルトをオーバーライドしましたか？

デフォルトは変更していませんし、tryでも変更していません。それを変更すると修正されることは認識していますが、現在の動作が意図されたものであるとは思いません。
