我认为你误解了？我们的意思是允许用户使用现有标签创建帖子。新标签可以由更高TL的用户创建。（遵循Jakke帖子的第一部分。）将其降至TL0的问题在于，垃圾邮件账户可能会涌入并大量创建垃圾邮件和无用标签，从而产生大量审核工作。
