The HTML will go in the editor that displays when you create a new House Ad. As for the CSS, the best approach is mentioned in the main topic:

• Create a “House Ads” theme component to hold any CSS that relates to your house ads. You can also use it to upload any images you want to use for the ads. Be sure to add the component to any relevant, active themes!
