After returning to the mail logs I noticed that the email host lookup failure generated a WARNING not an error. Looking at the discourse production logs I saw that discourse was complaining about the mail server certificate
Job exception: hostname “xxx” does not match the server certificate
Setting DISCOURSE_SMTP_ENABLE_START_TLS to false resolved the problem and mail is being delivered.
