Previously, the topic admin menu still showed workflow buttons on deleted topics…, but clicking one returned a 404 because the trigger service looked the topic up through its default scope, which hides trashed topics. This is the same problem post buttons had on deleted posts. This change looks the topic up including deleted records. The trigger is limited to admins, who can already see deleted topics, so no additional visibility check is needed. Stacked on #43624.
