User accounts which don’t verify are still purged AFAIK.

If they didn’t confirm their email address its doubtful that you have the right to keep their personally-identifying information in your database.

But I’ve checked it carefully and it’s impossible. Each newly created account is verified by an email address otherwise it is not created.

So what are the criteria for these accounts to get lost?
